Since October 15, 2009, during inspections of the combustion efficiency (what is commonly called smoke testing) of your boiler the maintenance in addition to compiling the book of plant the ratio for the technical, shall place a green dot on the latter set up by the local province, free of charge for citizens and for the maintenance.

or every 2 years for power plants and less than 35 kW (eg, centralized).
The thermal systems installed after Oct. 15, 2009 shall be deemed automatically provided with a green dot to the validity periods.
Failure to affix the green dot will result in a sanction against the city. Inspections
On plants with green dot the province, making use of ARPA, performs random inspections designed to verify compliance with operating conditions and maintenance from that stated in the report of engineering controls and checks on whether the requisiti delle imprese di manutenzione e sulla correttezza e regolarità del loro operato.
Per gli impianti con bollino verde l'ispezione è gratuita. Per gli impianti senza bollino verde, l'ispezione è onerosa ed i relativi costi sono a carico del responsabile dell'esercizio e della manutenzione.
I risultati dell'ispezione sono riportati, a cura del tecnico incaricato, sul libretto di impianto o di centrale.
Nel caso di impianti termici dotati di generatori di calore di età superiore a quindici anni, si applicano le disposizioni di cui all'allegato L, commi 17 e 18, del D.Lgs. 192/2005.
Sanzioni
Il responsabile dell'esercizio e della manutenzione che non ottempera al compito di mantenere in esercizio gli impianti termici e di provvedere affinché siano eseguite le operazioni di controllo e di manutenzione, secondo le prescrizioni della normativa vigente, è punito con la sanzione amministrativa da euro 500,00 a euro 3.000,00.
Il responsabile dell'esercizio e della manutenzione, che provvede affinché siano eseguite le operazioni di controllo di efficienza energetica senza ricorrere alla procedura del bollino verde, è punito con la sanzione amministrativa da euro 100,00 a euro 600,00 graduata in relazione alla potenza dell'impianto, e provvede altresì, entro il termine di trenta giorni dalla data di accertamento dell'infrazione.
